Attending the meeting were leaders from International Cooperation Department, Oversea Labor Management Department, Oversea Labor Center, Ministry Office.

At the meeting, President Yanagisawa Kyoei sincerely thanked the Minister for warmly welcome the delegation and acknowledged the efforts of the Ministry of Labor, Invalids and Social Affairs in creating favorable conditions for the trainees to study and work in Japan. The President also briefed the Minister on the new situation of Vietnamese trainees in Japan and hoped that through the exchange, the two countries' cooperation would be closer.

IM Japan expected that after the trainees come back from the program, they will be human resources for the country's development. President Yanagisawa Kyoei suggested that the Minister should direct the Overseas Labor Management Department, Overseas Labor Center to further strengthen the quality of selecting trainees on the basis of increasing the selection rate to select qualified candidates. At the same time, these departments should increase the number of channels receiving records to facilitate the candidates.

Hearing that the Ministry of Labor, Invalids and Social Affairs (MOLISA) is working on the project "Sending workers with technical and professional skills to work overseas in the period 2017-2020, with orientation to 2025", IM Japan considered it as a great idea to have a major impact on the quality of labor, especially when the Japanese language learning time for labor is increased.

In agreement with the valuable opinions of the President of IM Japan, Minister Dao Ngoc Dung reaffirmed the close support and cooperation between IM Japan and MOLISA in the field of human resource development. According to him, sending trainees to Japan is a non-profit, low-cost but high-income program that has been appreciated by local labor. Although the number of trainees traveling to Japan under this program was quite limited, the benefits of the program were very high, contributing to the employment and social policy for local workers, especially for sustainable poverty reduction for workers in poor districts.

In order to improve the efficiency of sending labors to study and work in Japan, Minister Dao Ngoc Dung directly requested the concerned units to unanimously report on current situation of this activity and propose solutions to be implemented in the near future. He also agreed to focus on expanding the range of candidates to select qualified people who are capable of studying and working in Japan in the direction of propaganda in mass media. It will help to promote humanity of this program, raise the awareness of laborers about the Party's undertakings and policies towards sending labors to work overseas. Together with the Overseas Labor Center, MOLISA will assign local Departments of Labor, Invalids and Social Affairs to receive forms from applicants. At the same time, the Ministry will issue a legal documents to standardize the criteria and procedures for implementing this program, which clearly express the viewpoint of transparency, clarity, anti-negative, responsibilities of related units. The Minister suggested that the office of IM Japan could coordinate with units under MOLISA right from the first stage to develop a unified document.

MOLISA will also study and select qualified vocational schools or enterprises to recruit candidates. On improving the quality of candidates from the beginning, the Minister asked IM Japan to flexibly apply some criteria such as requirement on Japanese language level. Ethnic minority people or residents in poor districts  have a desire to join the program, but due to limited living conditions, they have less opportunities to access foreign languages. In addition, the IM Japan side should soon add Japanese teachers to the Overseas Labor Center; Renovation of the Overseas Workers Center will also be considered as appropriate training, refresher, rotation ... to promote the effectiveness of this cooperation program.
