The Minister affirmed that Resolution 42 has laid the foundation and is very important for social policy development from now to 2045. The Resolution raises social policy issues in the new situation, with innovative thinking; from the social policy approach of “security and stability” to “stability and development”.
"Accordingly, we are gradually shifting from ensuring a minimum standard of living and narrowly targeting mainly the disadvantaged, to a social policy object and focusing on social welfare issues, so that all people can benefit and participate in the social development process," said Minister Dao Ngoc Dung.
Minister Dao Ngoc Dung informed that Resolution 42 sets out three breakthrough issues directly related to workers, which is striving to become a pioneering country in the sector of social security and sustainable employment.
First, build a flexible, diverse, modern and integrated labour market. This is the foundation for developing sustainable social policy; so that all people can participate and benefit.
Second, build a minimum security floor, especially 3 issues of health and life education to ensure that all workers can take care of themselves and their families.
Another important breakthrough highlighted by Minister Dao Ngoc Dung is the issue of social housing. By 2030, Vietnam commits to no longer having temporary or dilapidated houses for the vulnerable and poor, concentrated in the 74 poorest districts.
At the same time, build 1 million social houses, and in 2024 strive to complete 130 thousand social houses./.
