Amending and supplementing laws to reform social insurance policies
(LĐXH)-After nearly two years facing many difficulties due to the COVID-19 pandemic, with the participation of all levels and sectors, the development of social insurance participants has achieved positive results.
Up to now, 33.5% of the working-age workforce nationwide has participated in social insurance. In addition, the fund management is always given the top priority by Vietnam Social Security, in the direction of sustainable development and ensuring the interests of participants.

Efforts to expand social insurance coverage
Presenting the Government's Report on the implementation of the policy on management and use of the social insurance fund in 2020 at the National Assembly on October 22, Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung said, by the end of 2020, the Government, Prime Minister and ministries and branches have issued 68 legal documents guiding the implementation of social insurance policies (with 27 Decrees, six Prime Minister's Decision and 35 Circulars).
The state budget has supported voluntary social insurance participants with a total amount of more than 137.6 billion VND, an increase of 35% compared to 2019.
The attraction of participants to social insurance and unemployment insurance continued to grow, especially the development of voluntary social insurance participants reached 1.1 million people, accounting for 2.33% of the working-age workforce, exceeding the target of Resolution No. 28-NQ/TW.
The number of people participating in social insurance reached more than 16,176 million and equal to 33.5% of the labor force in the age group, reaching the set target of 2020.
Quickly amend and supplement the Social Insurance Law
The Government's report recommends and proposes to the National Assembly to continue strengthening supervision of the implementation of the Law on Social Insurance at the central and local levels, especially on the development of compulsory social insurance, management and use of social insurance funds.
At the same time, amending and supplementing the Law on Social Insurance in the direction of reforming social insurance policies in Resolution No. 28-NQ/TW on expanding participants towards implementation of universal social insurance; complete regulations on payment and enjoyment of social insurance; improve the efficiency of fund investment.
National Assembly Chairman Vuong Dinh Hue pointed out that the current important need is to urgently develop and submit to the National Assembly to amend the Law on Social Insurance and the Employment Law.
The National Assembly Chairman affirmed that if the Law on Social Insurance is corrected soon, we will better manage the number of people receiving one-time social insurance benefits./.
